Bill Fraser 

Bill was employed by Highlands & Islands Enterprise for 25 years in various roles including Senior Manufacturing Manager, Head of Skills Development and Head of Investors in People.   Bill also has considerable experience of personnel management and training & development having worked for several years with a consultancy company as a senior adviser.

He has direct experience of working with SME's in the engineering, construction, training, & recruitment sectors, also local authorities and the hotel & catering industries. Bill was involved in the setting up of the new Modern Apprenticeship/Skillseekers programme for the Highlands and Islands and worked closely with SME's to encourage them to participate in the programme. 

During his early career he trained as a production engineer and has also operated as a self employed human resource consultant.

Bill is responsible within Rural Insights for all Evaluation and research projects backed up with a team of expert field workers.  His role also covers Business Advice and Training.
